Prior to joining the organization, Cecelia was Deputy Chief of Appeals for the New York City Law Department. Cecelia also worked at the New York State Attorney General’s Office, serving as both Special Counsel to the Solicitor General and Deputy Solicitor General. In her prior positions, Cecelia was responsible for managing appellate staff, advising on litigation strategy, reviewing briefs, and coordinating amicus practice. She has extensive experience litigating in the Supreme Court, D.C. Circuit, Second Circuit, and other appellate and trial courts, particularly with respect to civil rights and constitutional law issues.

Before government service, Cecelia worked in private practice, representing clients on a wide array of First Amendment, antitrust, and regulatory matters.

Cecelia received her A.B. in Social Studies from Harvard University and her J.D. from the University of California, Berkeley School of Law (Boalt Hall). Following law school, Cecelia clerked for the Hon. David F. Levi (E.D. Cal.) and for the Hon. Chester J. Straub (2d Cir).
